A Florida lawyer, Rugh James Cline, who spent two-and-a-half years in a Cambodian prison for raping four children, has been deported back to the US. He is now facing five federal counts and is under 24-hour house arrest in Tampa while awaiting his trial. The alleged crimes include payments made by Cline to rape four minors in Cambodia in 2019.

The indictment states that Cline arrived in Cambodia with a photo or video showing two Cambodian children engaged in sex acts. He allegedly raped two minors under the age of 15 on multiple occasions. The evidence against him includes recordings of his acts with the minors.

Cline is now facing 170 years in prison if found guilty. His trial in the US is pending, and he is not allowed access to the internet or minors during his house arrest.

Cline was previously ordered by a Cambodian court to pay compensation to the victims, and he has completed a two-and-a-half year sentence in Cambodia for the abuse. The case comes after years of investigation, and it highlights the issue of foreign pedophiles exploiting poverty and weak law enforcement in Cambodia. Anti-human trafficking police are working with international counterparts to crack down on such crimes. NGOs in Cambodia have called for harsher penalties and the deportation of foreign sex offenders after they complete their prison terms to protect local children.
